Face it: even the State IG cuts the Department's management a break, and, the State Department remains an absolutely negligent and incompetent procurement and performance oversight organization. They cannot shoot straight, and in the process, not only waste money, but endanger health and lives.

It is easy to know what to expect when State takes over "defense" and security functions for our presence in Iraq: contract chaos and human mayhem, costing lives and damaging the US national interest. In the process, no State official will be held accountable or responsible for negligent and incompetent performance of procurement and oversight duties.
