The variations on this theme have been rattling around since 1970 and have never resulted in any taxpayer savings or improvement in the way the DoD buys weapons. In fact, things have gotten significantly worse over that time period. One more red herring to keep people's eyes off the real problem, which is the fact that we pay contractors more to screw us than we do if the come in with a good weapon on time and on budget.
