Finely reasoned argument, except for: "...the government must ensure that taxpayer money is not ending up in the hands of non-responsible contractors."

As a government, isn't more money (multiples of it, if not an order of mag.) wasted and taxpayers abused at the hands of career and politically appointed civil servants? That's far more visible, too Why not hold the government to the same standard as the contractors it selects and oversees? Nothing needs to be untangled, like a subcontractor hierarchy. Go get 'em.
