If the opportunities for citizen input are to type text into email, into discussion boards, into facebook walls, etc., then they are mostly being invited to shout into the wind. A sizeable amount of feedback cannot be processed without an unreasonable allocation of high-ranking human resources to read, think, and respond.

So, I would add for 3 and 4 above that the agencies should give a "Digg"-style way for citizens to make granular suggestions and to rate the suggestions of others, so that things can float to the top and be easier for the handful of relevant officials at an agency to process.

Bonus points on this if the suggestions can be associated with sections and subsections of the draft plans as they are posted.
