Congress has the opportunity to exercise oversight by ending the program, starting with the Senate approving the Levin-McCain amendment to remove funding for additional F-22s that the Department of Defense (DoD) doesn't want and returning them back to the operations and maintenance (O&M) accounts where they belong.
