One of the key provisions in the recently signed Weapons Acquisition Reform Act was the establishment of the Director of Independent Cost Assessment "to ensure that cost estimates for major defense acquisition programs are fair, reliable, and unbiased." POGO and other good government groups applauded the fact that this new position meant that cost estimates would also be independent. Well, maybe eventually. Yesterday Deputy Secretary of Defense William Lynn--renowned for his ethical acuity when it comes to independence--issued a memo that he would be serving in the position until someone else could be appointed.
