When Clinton wanted to make DOE seem more open and transparent, then-Energy Secretary Hazel O'Leary renamed the Office of Classification as the Office of Declassification--unsurprisingly, it is an Office of Classification once again. In 2004, the General Accounting Office changed its name to Government Accountability Office to reflect the fact that the agency does more than just financial auditing. The Department of Interior's Minerals Management Service recently renamed its Offshore Minerals Management program as the Offshore Energy and Minerals Management (OEMM) program to underscore the importance of alternative energy. Most recently, OMB renamed its competitive sourcing initiative to determine whether to use government or contract personnel to perform commercial services as Commercial Services Management (CSM). Does a rose by any other name still contract out functions that are arguably inherently governmental?
