Contractors aren't an issue per se. If there is no government oversight, if they are unethical, etc then there is a problem. Low levels of contractors can still be a breeding ground for improper actions.

Interesting though, that NNSA can't assess all the waivers cohesively... what purpose do they serve if they can't make that kind of an appraisal?
