This afternoon, the House will vote on an amendment offered by Chairman Waxman (D-CA) to the pending House Defense Authorization Bill (H.R. 5658). His amendment includes a gaggle of contracting reforms that have passed the House but have stalled in the Senate Homeland Security and Governmental Affairs Committee. Included in his package is a Federal Contractor Integrity Database that is both public and government-wide (section 4502). If this provision passes, hopefully the conference will take the stronger language already included in the Senate Defense Authorization Bill that will capture the most important information on contractor misconduct, while keeping the House language that will make the database both public and government-wide.
