You're right--the power of the purse is Congress' most important source of leverage, but it is not the only one. There are other means of leverage such as public pressure.


"And Congress should use its leverage as the branch of government closest to the people and the tools available to it to put pressure on the Executive."

Congress's leverage comes from the purse. The current executive has admitted on quite a few occasions that he doesn't put much weight in what the people think.
