Certain contract types such as multi-years task orders (base + 4 option years) and sole-source orders disguised as full and open competition also contribute to cronyism and phony competition.

You have hit the nail on the head, as usual. The lack of legitimate competition in Federal procurement, particularly price competition, is the root cause of wasteful spending in government contracting. That, coupled with little or no oversight for flexibly-priced contracts leads to serious trouble.

From my perspective, the Acquisition Advisory Panel has merely spotted that part of the iceberg that is above the water line. The number of non-competitive multiple award orders is WAY UNDERREPORTED, if my experience holds true.
