5. Cut aircraft carriers from 11 to 10, Navy wings from 10 to 9
According to the Congressional Budget Office (CBO), we can save $7 billion from 2012 to 2021 by retiring the USS George Washington, and accordingly reducing the Navy force size by 5,600 sailors. This move would not harm our national security, according to CBO, but would lead to significant savings for the Navy.
