10. Reform TRICARE

TRICARE, the Department of Defense’s health care system, currently consumes more than 8 percent of all DoD spending and is projected to cost much more in the next few decades. Reforming this system along the lines suggested by the Quadrennial Review of Military Compensation, a plan endorsed by former Defense Secretary Robert Gates, could save taxpayers more than Bill Gates' net worth.
