These big paychecks are part of the revolving door. DoD does this (pays to much for wokers) to ensure their golden parachute and/or future jobs. Many contractors are double and triple dipping. To wonder why these folks are over paid is short sighted. DoD rewards big bucks to their favorite contactors because they can, and again, this keeps the revolving door greased. Federal workers are over paid and under worked with great benefits.All they have to do is show up for work on time and do what their told and they will go a long way with uncle sam. Federal workers do not get promoted for thinking outside the box and especially are not rewarded for bucking the status quo. The status quo is why nothing changes and allows these abuses to continue unabated.

Honest and contrite, I'll say yesterday's comment is the last POGO reclama i'll do on the Connector bus bouncing along K Street. I will pledge to read the report. I like that you include full Federal fringes, although I am concerned about the (humongous) pension costs. Most comp. experts look at Federal benefits and pension and freely say that 95 percent of Americans don't have those rich benefits. Certainly most federal contractors do not have them these days. But you need to monetize federal job security and lack of the need to be "billable" and productive; the cost of carrying unneeded/unproductive/nasty feds forever is gigantic, and no one is brave enough to tackle this. Security and low expectations for performance are worth a fortune to many feds, and that is a major reason they love their jobs. Can't get fired or asked to work hard. I will freely admit there are hundreds of thousands of upstanding, strong civil servants who deserve our sincere thanks--and the generous comp. they get. But the fraction who are not is sizable. I will certainly agree that many contractors are not more productive than feds, especially if they are ex-feds working in butts-in-seats positions under government--not their companies' --supervision. But also consider that many feds make big, costly mistakes and never pay for them--and the bucks are far greater than the cost of the fed employees themselves. For example: the geniuses at DOE who approved and monitored the Solyndra loans, or the generations of VA employees who pushed money out to needy veterans without following the rules or the incompetents in many pockets at the IRS, who can't get people to comply with the easier parts of the tax administration statutes. The age-old argument about who is better/worse--feds or contractors will never be settled. The best thing we can do is is to strengthen or save or, in large numbers, kill , our big, wasteful programs, like many provisions of the Farm Bill or the incompetently conceived and managed ship procurements by the Navy and Coast Guard. The personnel expenses--Fed or contractor--is usually minor compared to those kinds of mistakes. Why we have had whole wars that are wasteful at the trillion dollar order of magnitude, but as someone once said: We get the kind of government we deserve.
