POGO has just issued a host of recommendations to strengthen the CLEAR Act (H.R. 3534), the House legislation to reform the Minerals Management Service (MMS, now know as Bureau of Ocean Energy Management, Regulation, and Enforcement), the government's offshore oil and gas regulator in the wake of the Deepwater Horizon disaster.
We encourage readers to check out the full details of our recommendations, but the bottom line is that we need stronger provisions when it comes to slowing down the revolving door, ensuring whistleblower protections, clarifying conflicts of interest and gift ban rules, and preserving the integrity of training academies. Other areas, such as the program to award prizes to industry for technological innovation, also need attention.
