We're tracking transparency, too, and blogged about Pennsylvania's web site for state contracts (
http://www.yorkblog.com/record/2009/08/read-a-little.html). What I see there could be considered a copy of a contract ... but then again, it could be some sort of abstract or summary.

Can you check it out and let me know what you find? Curious to know how that compares to what you found on New Hampshire's site & others.
