When Harman came out against the NSA whistleblowing and release of info to the NY Times, I thought she appeared awkward. It just seemed strange that a liberal Democrat would be so adamant against this type of whistleblowing, especially since it dealt with wiretaping and civil liberties. At that time I could not rationalize why she would do that, but little did I know what was formulating behind the scenes. This explains everything in regards to her actions.
